Recommendation Definition:

Advice or counsel which although presented as such, the recipient is free to take or leave, or which may be binding in the context.

In Thomson, Justice Cory wrote:

" [T]he word recommendations does not lend itself automatically to a single, rigid definition....

"[T]he meaning of the verb to recommend ... runs the gamut from to communicate or report to advise, counsel....

"[W]hile recommendations often connote advice or information which the recipient may disregard, the term might also refer to directions or orders which are binding"
