A vagrant is generally a person convicted of the crime of vagrancy and so reference should be made to that definition.
Thus, John Bouvier, in Volume II, page 1187 of his 1839 American Law Dictionary defines a vagrant as:
"A person who lives idly, without any settled home. A person who refuses to work, or goes about begging. This later meaning is the common one in statutes punishing vagrancy."
